Recap of CSMFO July 25, 2019 Board Meeting

Here’s what you need to know about CSMFO’s last Board Meeting on July 25, 2019.

The agenda was jam-packed and included 11 topic items for the Board to discuss and consider. Here are four major takeaways:

  1. CSMFO received a clean audit for our Fiscal Year 2018. The audit was conducted by the firm Richardson & Company, LLP (Sacramento) and was presented to the Board by their Managing Partner Ingrid Sheipline, CPA.
  2. CSMFO’s Membership Committee is redesigning our 2020 Conference scholarship program. Grace Casteneda, Membership Committee Chair, reminded the Board this program is intended to help bring new attendees who wouldn’t otherwise attend. See below for more details about the proposal going to the Board soon.
  3. CSMFO’s professional administration is dealing with some changes. CSMFO has been served well by Smith Moore & Associates (SMA) for many years, and specifically Melissa Manchester who has essentially served as CSFMO’s Executive Director. The item was discussed intensely by the Board due to its importance to the future of CSMFO. The Board of Directors felt it best to continue the topic discussion to subsequent Board Meetings, including a special Board meeting held on Wednesday, August 7.
  4. CSMFO’s popular webinar and coaching program are facing big changes. Laura Nomura, Chair of the Career Development Committee, updated the board about looming retirement of Don Maruska. Mr. Maruska has been the thought leader of and instrumental to the success of our Coaching/Mentor program and webinars. Laura provided her committee’s recommendation to transition the webinar program to the Government Finance Officers Association (GFOA). Stay tuned for further details to be released on this subject matter.

Conference Scholarship Program. Chair of the Membership Committee, Grace Casteneda, presented this item. For those that do not know, CSMFO makes available a certain number of scholarships to those members needing financial assistance to attend the annual conference. The recommended changes presented to the Board included making the scholarship available on a reimbursement basis, rather than booking the conference for the member up front. In addition to the conference scholarship, it was proposed to make available to first-time members and students a daily per-diem to help with any other costs their respective agency cannot bear.

The meeting concluded at approximately 5:00 P.M. with the Board members knowing that a special meeting would be convened in the next week or two to discuss further the matter of the SMA contract.
