Diversity and Inclusion – For Finance Officers

During the 2020 CSMFO Conference, I had the honor of having a discussion with an esteemed panel of professionals who have implemented and prioritized diversity and inclusion (D&I) into their work as finance officers.  The panelists consisted of Mrs. Lisa Marie Harris, Finance Director and Treasurer at San Diego County Water Authority; Mr. Dan McAllister, Treasurer and Tax Collector at the County of San Diego; and our subject matter expert Dr. Hei-ock Kim, Founder and Executive Director of the nonprofit Kim Center on Social Balance.  All three panelists shared their unique perspectives on the benefits of fostering and creating a workforce that recognizes the dimensions of diversity.  Learning objectives for the session were that attendees leave with a view of diversity and inclusion as a shared priority, that they  utilize the lens of D&I as a guide for their interactions with colleagues, and finally, that they incorporate D&I training practices to change conversations within their agencies.

Dan McAllister shared his techniques for growing a staff of professionals who serve the county’s growing population and changing demographics.  Today, his staff is 67% women and 33% men, all of whom come from diverse backgrounds and who together speak 17 languages.  Mr. McAllister shared, “ for diversity and inclusion, you have to believe in your heart it’s the right thing to do and then use your head to do it.” He also believes that from a business perspective, D&I strengthens an agency’s customer service focus, attracts the best talent to organizations and increases employee satisfaction and engagement, which ultimately leads to greater financial success.  Within the County of San Diego, that success is defined by the ability to collect property tax payments and better represent and communicate with its constituents.

Lisa Marie Harris shared her wisdom on developing staff that is diverse in three areas, ethnicity, school of thought as well as age.  As recruitment becomes a more frequent topic within CSMFO, we continue to hear about the “Silver Tsunami” – essentially a wave during which many of our seasoned finance directors and accountants will retire within the next decade. Looking forward, we need to strategically think about ways to recruit and attract new talent to our agencies while maintaining institutional knowledge.  In thinking about age diversity, Mrs. Harris said we are faced with a newer generation that maintains differing views on stringent dress codes and seeks more flexible work schedules than previous generations. Yet, many young employees bring with them a deeper knowledge of technology and information systems, which we can leverage.  Mrs. Harris went on to share that through student worker programs, internships and affiliation groups such as Women in Public Finance, we have the ability to capture the interest of Millennial employees as well as those individuals from different ethnicities and schools of thought.

Dr. Kim touched on her research and experience as well as her recent work with municipalities through the Kim Center.  “It takes a united effort by an entire community to transform the gender culture, and government is uniquely positioned to lead by example,” said Dr. Kim.  When all genders have equal status, families are healthier, and communities are safer and more prosperous. The Kim Center is working closely with employers in all sectors to implement structured initiatives with metrics. They have also collaborated with eight cities in San Diego County and the State of California to proclaim Workplace Gender Equity Day for the first time in history!

Mia Corral Brown is a Senior Vice President, Relationship Manager. She joined the firm in 2004 and has 22 years of experience providing service to institutional clients. Mia’s area of focus is on the development of client relationships in the public sector and she serves as a relationship manager for existing clients throughout Southern California.

Prior to joining Chandler, Mia was employed at Nicholas Applegate Capital Management as an Assistant Marketing Manager. Mia is an active member of the California Society of Municipal Finance Officers, the Government Finance Officers Association, the California Municipal Treasurers Association and the California Association of Joint Power Authorities. She is also a past member of the Board of Directors for the San Diego Chapter of Women in Public Finance.

Mia is a graduate of San Diego State University where she earned her B.A. in speech communication with an emphasis in business communications.
