On May 20th, the CSMFO Inland Empire, in conjunction with the Desert Mountain Chapter, held a virtual chapter meeting on New Single Audit Requirements and Coronavirus Relief Fund. Our guest speakers, Kinnaly Soukhaseum and Jessica Anderson, Assurance Partners with Eide Bailly, CPA & Advisors led an informative presentation.

At this session, attendees were informed of the requirements of a single audit and the compliance requirements that apply to federal programs. Alongside information regarding the new 2020 compliance supplement and addendum, relating to Coronavirus Relief Fund (CRF) and the applicable changes to the Uniform Guidance. The following are some highlights of the session:

  • Overview of the Schedule of Expenditure of Federal Awards (SEFA) and new requirements relating to Nonfederal entities should separately identify Covid-19 expenditures on the SEFA and Data Collection Form.
  • Understanding of new regulation for domestic preferences in procurement as part of Subpart D – Post Federal Awards Requirements section 2 CRF 200.322.
  • New focus on reporting program performance (consistent with changes throughout Uniform Guidance) along with new data elements that will likely be required and standardized, with unit cost data as part of Subpart D – Post Federal Awards Requirements section 2 CRF 200.329.
  • New Covid-19 programs in the addendum: 16.034 Coronavirus Emergency Supplemental ($850M); 21.019 Coronavirus Relief Fund ($150B); 32.006 Telehealth Program ($200M); 84.425 Education Stabilization Fund ($30B); 93.498 Provider Relief Program ($175B); 93.461 Uninsured Testing Portal ($2B).

The combined marketing efforts of the Inland Empire and Desert Mountain Chapter successfully attracted fifty-five members and guest attendees. The meeting event was promoted via CSMFO connected communities and CSMFO’s LinkedIn social media account for the first time. As a result, a new student member from Cal State San Bernardino was able to use our meeting platform to connect with a potential employer. The CSMFO student committee efforts are transcending to our local chapter meetings.

Veronica T. Bustillos is the Finance Manager for the City of San Bernardino Water Department. She is currently serving as the Inland Empire Chapter Chair and is part of the Student Engagement Committee. Veronica began volunteering for CSMFO as event support staff for the IE Leadership Team in 2018 and has served in various capacities for the IE Chapter.

Veronica is a licensed CPA and has 21 years of experience working in the field of accounting and finance. She began her career at a local CPA firm before transitioning to the private sector. Veronica then made the jump to local government in 2016 working for Jurupa Community Services District.

Veronica recently earned her Master of Business Administration degree from the University of La Verne. She is looking forward to spending quality time with her family and two young children, Nicholas, and Annika.
